Felix Pledges Human-Capital Driven Representation For Akoko-Edo Constituency II
Dr. Austine Oyarekwa Felix, the National Democratic Party (NDP) candidate for Akoko-Edo Constituency II in the 2027 Edo State House of Assembly election, has outlined a human-capital and development-focused approach to legislative representation, with emphasis on skills development, economic inclusion, infrastructure, education and community empowerment.
Felix, a human-capital strategist, entrepreneur and development professional, said his ambition is anchored on the belief that the people of Akoko-Edo constitute the constituency’s most important resource and should be placed at the centre of development planning.
His professional background spans more than two decades in human resources, organisational development, humanitarian operations and international development. His profile indicates that he has supported programmes across more than 25 countries and worked with organisations including Mercy Corps International, the International Rescue Committee, Management Sciences for Health, Palladium and Save the Children UK.
He is also the founder and Chief Executive Officer of TALENTA Africa, an initiative focused on identifying, verifying and connecting skills in Africa’s informal economy with households, businesses and institutions. He founded NexaEdge Consulting Limited, a management consulting firm focused on human-capital development, organisational effectiveness, leadership transformation and workforce optimisation.
According to his campaign position, Felix intends to bring his experience in human-capital development and organisational management to constituency representation, particularly in areas affecting young people, women, entrepreneurs and local communities.
Among the priorities associated with his platform are improved educational opportunities, stronger healthcare advocacy, better infrastructure and connectivity, youth skills development, employment and entrepreneurship opportunities, women’s economic empowerment, support for small businesses and more accessible representation.
A major component of the agenda is his proposed approach to industrial development in Akoko-Edo. His previously outlined Akoko-Edo Industrial Development Bill is designed around the development of agro-processing and industrial clusters, technical skills acquisition, support for micro, small and medium-sized enterprises, investment partnerships and improved infrastructure, including roads, electricity, water and digital connectivity.
The proposal also places emphasis on strengthening local value chains so that the mineral and other economic resources available in Akoko-Edo can contribute more directly to employment, enterprise development and community wealth.
Felix has described the philosophy behind the initiative as a transition from mineral wealth to community wealth, with emphasis on ensuring that local people possess the skills and opportunities required to participate in economic activities within their communities.
His platform also highlights the importance of transparency in resource development, community participation and mechanisms that can ensure communities benefit from investments and development projects.
Beyond economic development, Felix's agenda includes youth and women empowerment, arguing that skills acquisition, access to opportunities and support for entrepreneurship should form part of a broader strategy for reducing economic exclusion.
His professional profile reflects a long-standing focus on human capital. He currently serves as a Global Talent Acquisition Advisor with Mercy Corps International, while also pursuing his entrepreneurial interests through TALENTA Africa and NexaEdge Consulting.
His academic and professional profile includes a doctorate in Human Resources Management from Atlantic International University, alongside qualifications and professional development in public and international affairs, human resources and management. Atlantic International University’s 2026 materials list Felix among its Doctor of Business Administration graduates in Human Resources Management.
The candidate is also listed among full members on the Chartered Institute of Personnel Management of Nigeria’s membership database.
Felix has maintained that effective representation goes beyond the ability of a legislator to attract projects. In his view, a State House of Assembly member must understand legislation, oversight, representation and the processes through which government programmes and public resources are deployed.
His campaign therefore presents the 2027 contest as an opportunity for voters in Akoko-Edo Constituency II to examine the experience, ideas and programme of each candidate and determine the type of representation they want for the constituency.
The constituency, like other parts of Edo State, faces questions around infrastructure, employment, education, healthcare, economic opportunities and the participation of young people in development.
For Felix, the proposed response is to place human capital, institutional accountability, economic inclusion and community development at the centre of legislative representation.
His message to constituents is built around four broad themes — people, purpose, performance and accountability — with the stated objective of translating professional experience into constituency-focused advocacy and development.
As political activities ahead of the 2027 Edo State House of Assembly election continue, the NDP candidate's campaign is positioning his professional experience and human-capital development agenda as central elements of his bid to represent Akoko-Edo Constituency II.
