Aiguobarueghian’s 14th Bill Extends Teachers’ Retirement Age, Highlights Legislative Record

Hon. Charity Iguodala Aiguobarueghian, former Majority Leader of the Edo State House of Assembly and member representing Ovia North East Constituency I, has been commended for his legislative contributions, particularly his 14th sponsored Bill, which provided the legal framework for extending the retirement age of teachers in Edo State.

The Bill, titled A Bill for a Law to Domesticate the Harmonized Retirement Age for Teachers in Nigeria Act, 2023; to Provide for the Harmonization of the Retirement Age for Teachers in Edo State and for Purposes Connected Therewith, was sponsored by Aiguobarueghian and subsequently passed into law by the Edo State House of Assembly.

The legislation addresses a longstanding concern within the teaching profession by extending the retirement threshold for teachers from 60 to 65 years of age or from 35 to 40 years of service, whichever comes first.

The development represents a significant policy intervention in the education sector, recognising the value of experience, professional development and knowledge transfer in building a stronger educational system.

Before the passage of the legislation, teachers in Edo State were subject to the conventional retirement framework of 60 years of age or 35 years of service. However, the harmonised retirement policy acknowledges the peculiar demands of the teaching profession and the importance of retaining experienced educators who contribute to mentoring younger teachers and sustaining institutional knowledge.

The domestication of the Harmonized Retirement Age for Teachers Act, 2023, was particularly important in providing the necessary state-level legislative framework for implementing the federal policy in Edo State.

Beyond the immediate benefits to serving teachers, the legislation is expected to strengthen teacher retention, improve morale, encourage professional commitment and enhance the quality of education through the continued contribution of experienced educators.

Aiguobarueghian's 14th Bill also adds to his legislative record, reflecting a pattern of lawmaking that seeks to address institutional and societal challenges through legislative interventions.

His sponsorship of 14 Bills within the Assembly further provides an opportunity to assess his contributions beyond parliamentary debates and political engagements, particularly in terms of legislation capable of producing tangible benefits for the people.

The teacher retirement legislation stands out as an intervention in human capital development, recognising that the quality of education depends not only on infrastructure and learning materials but also on the experience, welfare and motivation of teachers.

As political activities gather momentum ahead of the 2027 general elections, Aiguobarueghian's supporters are presenting his legislative experience as a major selling point in his bid to represent Ovia Federal Constituency in the House of Representatives under the platform of the Nigeria Democratic Congress (NDC).

They maintain that his experience in state lawmaking and understanding of constituency needs would provide a strong foundation for effective representation at the federal level.

For Ovia, the argument being advanced is that proven legislative experience, when combined with purposeful representation, can offer a valuable pathway to addressing the constituency's developmental priorities.
