Nwifuru’s Reforms Drive Inclusive Growth, Infrastructure Boom in Ebonyi

Governor Francis Ogbonna Nwifuru is spearheading a broad-based transformation of Ebonyi State, with reforms spanning healthcare, education, agriculture, infrastructure, and civil service, as the administration approaches its third year in office.

Anchored on his development blueprint, The People’s Charter of Needs, Nwifuru’s government has focused on continuity and consolidation of both inherited and new projects, a strategy officials say is delivering measurable improvements in public service delivery and economic activity.

In the health sector, the administration has upgraded general hospitals with modern equipment, recruited medical personnel, and improved welfare packages for doctors and other health workers. The government also supported the separation of the Alex Ekwueme Federal University Teaching Hospital to enable medical students of Ebonyi State University complete clinical training within the state. A state-backed health insurance scheme is also being expanded to cover workers and residents.

Education reforms have similarly gained momentum, with increased funding to Ebonyi State University, salary enhancements for staff, and reduced tuition fees for students. The government is constructing 50 model secondary schools and pilot primary schools, alongside distributing free learning materials. In addition, hundreds of students have been awarded scholarships for postgraduate studies within Nigeria and abroad, particularly in science and technology fields.

The administration is also advancing plans for specialized institutions, including a proposed University of ICT in Offerekpe and a University of Aerospace Engineering in Ezza, aimed at strengthening the state’s capacity in innovation-driven sectors.

In agriculture, widely regarded as the backbone of the state’s economy, the government has revitalized the Ebonyi State Fertilizer and Chemical Company Limited and distributed inputs such as fertilizers, improved seedlings, and mechanized equipment to farmers. Officials say over 3,800 farming machines have been deployed to boost rice and cassava production, while processing facilities and irrigation initiatives are expanding value chains and rural incomes.

Water supply infrastructure is also receiving renewed attention, with the rehabilitation of key schemes such as the Ezillo Water Treatment Plant and Oferekpe Water Scheme. Pipeline expansion projects in Abakaliki are ongoing to improve access to potable water for households and businesses.

On infrastructure, the government reports that more than 800 kilometres of roads are under construction across the state. Key urban roads in Abakaliki have been rehabilitated, while the runway at the Chuba Okadigbo International Airport has been completed to enhance connectivity and attract investment. New transport initiatives, including the EBOCAB digital system and expansion of the state transport fleet, are also aimed at easing mobility.

Efforts to improve regional connectivity include the construction of a major bridge linking Izzi Local Government Area of Ebonyi with Oju in neighbouring Benue State, a project expected to facilitate trade and movement between the South-East and North-Central regions.

Within the civil service, the administration has maintained regular payment of salaries and pensions, while clearing long-standing arrears. Employment has also been extended to over 1,700 workers across ministries, departments, and agencies. Retirees now receive gratuities promptly, according to government sources.

Security and social development remain part of the administration’s priorities, with local security structures strengthened across councils. Youth engagement programmes, including the establishment of Abakaliki Football Club, and housing projects for displaced persons are also being implemented.

Observers note that the government’s approach—simultaneously investing in human capital and physical infrastructure—is gradually strengthening the state’s economic base and improving living standards.

As the administration nears its third anniversary, officials maintain that the focus will remain on deepening reforms, expanding opportunities, and sustaining inclusive development across the state.
