People’s Charter Of Needs Guides Our Grassroots Development Agenda — Aduga Tells NIPSS Delegation
The Executive Chairman of Izzi Local Government Area and Chairman of the Association of Local Governments of Nigeria (ALGON), Ebonyi State, Hon. Mrs. Helen Nnenna Aduga, has said her administration’s commitment to addressing the needs of the people at the grassroots is anchored on the People’s Charter of Needs blueprint of the Ebonyi State Governor, Rt. Hon. Bldr. Prince Francis Ogbonna Nwifuru.
Aduga stated this on Wednesday, October 7, 2026, when she received a delegation from the National Institute for Policy and Strategic Studies (NIPSS) at the Izzi Local Government Council Headquarters, Iboko.
The delegation comprised Dr. Prince Rotimi Omopariola, Team Lead, South East; Engr. Boma P. Jack, Team Spokesman; and Amb. Joy Manson, Team Secretary.
The NIPSS team explained that it was in Izzi Local Government Area to conduct an on-the-spot assessment of local government councils on policy and strategy, in collaboration with Leadership and Professional Ethics Consults (LAPEC).
The engagement provided an opportunity for the delegation to interact with the Council Chairman and gain firsthand insight into the administration, policy direction, developmental priorities and grassroots governance initiatives of Izzi LGA.
Speaking during the engagement, Aduga said the People’s Charter of Needs provides a framework for ensuring that governance remains people-centred and responsive to the realities and priorities of communities.
She said her administration would continue to promote responsive governance, community engagement and development initiatives that address the needs of residents, while also ensuring effective implementation of government policies at the local level.
According to her, the commitment of the council to grassroots development is in line with the vision of Governor Nwifuru, whose administration has placed emphasis on people-oriented governance and addressing the needs of citizens across the state.
The Chairman further highlighted the importance of effective policy implementation at the local government level, noting that local councils remain critical to delivering development directly to the people.
The visit also featured an interactive session between the NIPSS delegation and the Council Chairman, with discussions focusing on policy implementation, grassroots development, local government administration and the needs and aspirations of the people.
The delegation also sought relevant perspectives and information on the council’s approach to policy formulation and implementation as part of the broader assessment being undertaken across local government councils.
The engagement ended on a cordial note, with the NIPSS team acknowledging the council’s people-oriented approach to governance under the leadership of Aduga.
The assessment, according to the delegation, forms part of efforts to gain deeper insights into policy and strategic practices at the grassroots level.
