OSR Unveils Five-Point Accountability Agenda, Promises Transparent Representation For Oredo
Hon. Osazee Richard (OSR), the African Democratic Congress (ADC) candidate for Oredo Federal Constituency in the 2027 general elections, has unveiled a five-point accountability agenda, pledging transparent, inclusive and people-oriented representation if elected to the House of Representatives.
The agenda, titled My Accountability Agenda 2027, outlines his proposed framework for strengthening the relationship between the representative and the electorate, with emphasis on accountability, transparency, people-driven legislation, equitable distribution of opportunities and effective feedback mechanisms.
Richard described the document as more than a campaign promise, presenting it as a covenant between him and the people of Oredo Federal Constituency.
He stressed that political representation must be treated as a public trust, arguing that elected officials have a responsibility to regularly account for their stewardship and ensure that the interests of their constituents remain at the centre of governance.
Under the first pillar, Accountable Representation, the ADC candidate pledged to organise quarterly town hall meetings across the 12 wards of Oredo to brief constituents on his legislative activities, constituency projects and other developments affecting the constituency.
He also promised to publish annual performance scorecards detailing bills sponsored, motions moved and funds attracted to Oredo, alongside plans to establish an open-door constituency office where residents could directly engage with their representative.
On Transparent Constituency Projects, Richard promised full disclosure of constituency project funds, including the amounts received, expenditure incurred and projects delivered.
He further proposed community-led needs assessments before project execution to ensure that interventions reflect the actual priorities of residents rather than decisions made without adequate consultation.
According to the agenda, proper monitoring and verification mechanisms would also be introduced to promote value for money and ensure that constituency projects deliver tangible benefits to the people.
The third pillar, People-Driven Legislation, focuses on the sponsorship of bills addressing critical areas such as education, healthcare, youth employment, women's empowerment and infrastructure.
Richard also pledged to consult constituents before taking positions on national issues that directly affect their welfare, while collaborating with traditional rulers, market unions, youth organisations and religious institutions to shape legislative priorities.
The candidate said such an approach would help ensure that the voices and concerns of ordinary residents are reflected in legislative decisions.
On the equitable distribution of dividends of democracy, Richard pledged to advocate for fair access to federal employment opportunities, contracts and empowerment programmes across all 12 wards of Oredo.
He also proposed establishing a transparent database of beneficiaries of empowerment initiatives to promote fairness and reduce the risk of concentrating opportunities in the hands of a few individuals.
Skills acquisition, support for small and medium-sized enterprises, and educational scholarships for youths and women were identified as priority areas under the proposed framework.
The fifth pillar, Feedback and Redress, seeks to establish accessible channels through which constituents can communicate their concerns and assess the performance of their representative.
Richard proposed a constituency feedback system incorporating SMS, WhatsApp and physical suggestion boxes, alongside a public mid-term performance review after two years in office.
He pledged not to distance himself from the electorate, promising to acknowledge shortcomings and take corrective action where necessary.
In his concluding pledge, the ADC candidate declared that his ambition was not merely to occupy a seat in the National Assembly but to use the position to advance the interests of the people of Oredo.
“I will not just occupy a seat in Abuja; I will occupy it for the people of Oredo. I will not just speak for Oredo; I will report back to Oredo,” he stated in the agenda.
He reinforced his commitment with the declaration that accountability was not a favour an elected representative offered the people but a responsibility owed to them.
As the 2027 general elections approach, the proposed agenda places accountability and public engagement at the centre of Richard's campaign for Oredo Federal Constituency.
The commitments, if implemented, would provide a framework through which constituents could monitor his performance, scrutinise constituency projects and demand explanations for decisions taken on their behalf.
For the people of Oredo, the agenda presents a set of proposed commitments against which the candidate's performance could be assessed should he secure election to the House of Representatives.
